State by state alcohol certification information

Alcohol delivery is currently available in many stores throughout the country. Depending on your specific location, you may receive offers for orders containing alcohol. If you don't wish to deliver alcohol, you may cancel the offer.

This information is intended to keep you aware of state and local regulations concerning alcohol sale and delivery. For more information on delivering an order with alcohol, choose your state and click here.

Alabama

It is a violation to sell, deliver, or furnish alcoholic beverages to any person under the age of 21. 

Sale-to-minor violations are misdemeanors punishable by the following: 

  • For a first offense: A fine of not less than $100 nor more than $1,000 and imprisonment up to 6 months in the county jail or at hard labor for the county. 
  • For a second offense: A fine of not less than $100 nor more than $1,000 and imprisonment of not less than 3 months nor more than 6 months in the county jail or at hard labor for the county. 
  • For a third or more offense: A fine of not less than $100 nor more than $1,000 and imprisonment of not less than 6 months nor more than 12 months in the county jail or at hard labor for the county. 

Alcohol deliveries can only be made during hours when alcohol may be sold under general or local law.  

Alcohol deliveries cannot be made to customers residing in dry counties or municipalities.  

Drivers in Alabama must acknowledge that they have read and understand the information contained on this page before being allowed to deliver orders involving alcohol and every two years thereafter. 

Drivers should refuse to complete delivery orders that include alcohol if the recipient: 

  • Is under the age of 21; 
  • Appears intoxicated; 
  • Fails to provide a valid form of identification; 
  • Fails or refuses to sign for delivery; 
  • Fails to complete the identification scanning software process or state-of-the-art alternative; 
  • Declines to accept the delivery of alcohol; or 
  • Any circumstances in the delivery environment indicate illegal conduct, overconsumption, or an otherwise unsafe environment.

Georgia

Before you can begin accessing orders to deliver alcohol in Georgia, the state requires you to complete a brief digital certification course to ensure compliance. You can access the state’s certification course quickly and easily directly through the Spark Driver™ app.

Here’s how it works:  

  • On iOS, tap More, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • On Android, tap the menu icon in the top-left corner, then tap Certifications. You can find teh Alcohol Certification by tapping the arrow.
  • You will be redirected to the Georgia Department of Revenue – Alcohol and Tobacco Tax Division to complete the Alcoholic Beverage Delivery Training course. 
If you have already completed the Alcoholic Beverage Delivery Training Course, you do not need to retake the course. Simply upload your certification in the app by tapping UPLOAD CERTIFICATE from the Certiifcations tab. Once reviewed and approved, you will becom eligible to see orders that include alcohol.
  • Once you have completed and submitted your certificate successfully, you will see the expiration date reflected in the Certifications tab on your app. The expiration date indicates when you need to renew your certification.

Following completion of the certification, you will be eligible to start delivering orders containing alcohol. 

Kentucky

Louisiana 

Before you can begin accessing orders to deliver alcohol in Louisiana, the state requires you to complete a brief digital certification course to ensure compliance. You can access the state’s certification course quickly and easily directly through the Spark Driver™ app.

Here’s how it works:   

  • On iOS, tap More, then tap Certifications. You can find the Alcohol Certification by tapping the arrow. 
  • On Android, tap the menu icon in the top-left corner, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • After registering and completing the course, you will receive a temporary certificate. The state of Louisiana prohibits  delivering alcohol with this temporary certificate. The course provider will submit the certificate to the Louisiana Office of Alcohol and Tobacco Control, and it will be reviewed in 7-10 days. You can access the official certificate by creating an account on the Louisiana Office of Alcohol and Tobacco Control website. Once you receive the official certificate, you can submit it through the app. Just return to Certifications in the app to upload your certificate.    
If you have already completed the Louisiana Responsible Vendor Certificate, you do not need to retake the course. Simply upload your certificate in the app by tapping UPLOAD CERTIFICATE from the Certifications tab. Once reviewed and approved, you will become eligible to see orders that include alcohol.
  • Once you have completed and submitted your certificate successfully, you will see the expiration date reflected in the Certifications tab of your app. The expiration date indicates when you will need to renew your certification.

Following completion of the certification, you will be eligible to start delivering orders containing alcohol.  

You can complete the course on a desktop or laptop device directly through one of the following course providers. This list includes some but not all available options.   

Michigan 

Before you can begin accessing orders containing alcohol, you will first need to complete an alcohol serving training through a server training program approved by the Michigan Liquor Control Commission.  

Please note the following:  

  • You may select ANY of the programs offered. Which you select is totally up to you.  
  • Multiple program options may be found here.  
  • To ensure the program you select qualifies, be certain to select one approved by the “Michigan Liquor Control Commission.”  
  • Programs vary in length and cost. Feel free to select whichever fits you best.   
  • To be redirected to the certification, on iOS, tap More, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.  
  • On Android, tap the menu icon in the top-left corner, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
If you already have a Michigan alcohol serving training certificate, you do not need to retake the course. Simply upload your certificate in the app by tapping UPLOAD CERTIFICATE from the Certifications tab. Once reviewed and approved, you will become eligible to see orders that include alcohol.

These are a few examples of potential trainings approved by the Michigan Liquor Control Commission:  

Mississippi

New Hampshire

New Hampshire law prohibits scanning of identification barcodes. Information can be manually entered into the app. 

New York

North Carolina 

Before you can begin accessing orders to deliver alcohol in North Carolina the state requires you to complete a brief digital certification course to ensure compliance. You can access the state’s certification course quickly and easily directly through the Spark Driver™ app.   

Here’s how it works:   

  • On iOS, tap More, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • On Android, tap the menu icon in the top-left corner, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • You will be redirected to the North Carolina Alcoholic Beverage Control Commission to complete the Delivery Service Permit course.   
If you have already completed the North Carolina Delivery Service Permit course, you do not need to retake the course. Simply upload your certificate in the app by tapping UPLOAD CERTIFICATE from the Certifications tab. Once reviewed and approved, you will become eligible to see orders that include alcohol.

Once completed and submitted successfully, you will see the expiration date reflected in the Certifications tab on your app. The expiration date indicates when you will need to renew your certification.

Oregon

Oregon: Alcohol and Minors

Virginia 

The state of Virginia now requires drivers to complete a brief digital certification course to ensure compliance with specific state and local requirements established for alcohol deliveries. You can access the state’s certification course quickly and easily through the Spark Driver™ app. 

Here’s how it works: 

  • You can go to the Virginia Alcoholic Beverage Control Authority training webpage here OR you can navigate to it via the app. On iOS, tap More, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • On Android, tap the menu icon in the top-left corner, then tap Certifications. You can find the Alcohol Certification by tapping the arrow.
  • You will be redirected to the Virginia Alcoholic Beverage Control Authority training webpage. 
If you already have a valid Virginia alcohol serving training certificate, you do not need to retake the course. Simply upload your certificate in the app by tapping UPLOAD CERTIFICATE from the Certifications tab. as outlined below. Once it is reviewed and verified, you will be eligible to accept orders that include alcohol.    

You will see an error message if your certificate is not completed correctly, or if the file is invalid. Double-check that you have fully completed the course, saved the certificate as a PDF, and uploaded the correct file in the app. You may also receive an in-app notification to manually add your certificate details. 

If your certificate does not contain a certificate number, type N/A. Our approving team will verify the certificate number for you.  

  • Once you have successfully submitted your certificate, you will receive a notification. Certificates in Virginia are good for one year after they are issued. The expiration date will be reflected in the Certifications tab of your app.
